In mid-July, a new waste sorting complex with a capacity of 300 thousand tons per year was put into operation in Tolyatti. The complex was built and operates within the framework of a large-scale national project “Ecology”, initiated by Russian President Vladimir Putin. The technical customer of the waste sorting complex in Tolyatti was the ECOTECH engineering company. The project was implemented with the financial support of the Russian Environmental Operator (REO) and Ekoresurspovolzhye LLC.
About the construction site
ECOTECH LLC started performing the services of a technical customer at the facility in early July 2022, replacing the previous one, which violated the deadlines for commissioning the facility. “The first and important task for the employees of ECOTECH LLC was the acceptance of work from a previous technical customer,” says Konstantin Nikitenko, Technical director of ECOTECH LLC, “to identify the causes that led to this situation, our company’s employees performed an audit of design and executive documentation, during which a number of problems were also identified. One of the most critical is the lack of supervision by the author and deviations from the technical part of the project. To solve them, the specialists of ECOTECH LLC have formed a list of tasks, assigned responsible performers and introduced strict control over their implementation. For our part, we strengthened the relationship between the design institute and the general contractor, closely contacted inspectors of state supervisory authorities during inspections, making changes to the registers of builders works, and also on behalf of the customer, we interacted with general contractors, provided timely assistance in finding specialized organizations that perform work on risk calculation, fire safety, and the purchase of materials for purchase. Since the project was carried out at a subsidized rate of PPK “REO”, we constantly monitored the targeted use of funds. We provided up-to-date information to PPK REO in our monthly reports, so that the financing of the project did not stop.
The main task is to put the facility into operation. Thanks to the specialists of ECOTECH LLC, it was possible to minimize the backlog from the construction schedule, obtain a certificate of compliance and put the facility into operation at the scheduled time.
About the national project “Ecology”
Among the important initiatives of the national project are the elimination of landfills, recycling and recycling of garbage, as well as the use of safe and effective technologies and methods in the management of industrial and human waste.
The role of waste sorting stations, factories, and complexes in the chain of environmental and economic spheres of the country’s regions is enormous. Thanks to the sorting of household waste, the load on waste recycling plants is significantly reduced, and a redistribution cycle is launched, which includes recycling — the use of recycled finished raw materials in the production of new materials, regeneration — the secondary use of waste sorted by type for their transformation into recyclable materials. The volume of processing of raw materials of the Tolyatti complex is 300,000 tons per year, of which:
- 47,200 tons — secondary material resources (WMR), put into production for the production of finished raw materials, products, materials;
- 100,000 tons — raw materials for composting, of which 45,000 tons of ready–made compost;
- 35,000 tons — RDF (fuel);
- 117,800 tons — pressed OPS for disposal.
Recycling of household waste is a task in demand and relevant all over the world. In our country, the waste recycling industry is relatively young, but thanks to the legislative support of the state, the industry is developing very actively in all respects.
